Marcia Higgins represents the Fourth Ward in the Ann Arbor City Council. She was first elected to Ann Arbor City Council in 1999 as a Republican and re-elected in 2005, 2007 and 2009 as a Democrat.

- Led the public process for downtown rezoning; ensured all voices were heard
