Roger Fraser is the outgoing Ann Arbor City Administrator, a position which he held from 2002 to 2011.

Before working in Ann Arbor, he held the position of City Manager in Blaine, Minnesota (January 1996-April 2002); Loveland, Colorado (1993-1995); and Englewood, Colorado (1989-1993).

He holds a Master of Public Administration degree from Western Michigan University (1976-1977), as well as BA in Political Science from the University of Michigan-Dearborn (1966-1968).
