The South Fourth and Fifth Avenues Historic District Study Committee was formed in August 2009 to study the development of a historic district in the neighborhood also known as Germantown. It was formed in reaction to neighborhood opposition to the City Place development.

Whereas, The South Fourth and Fifth Avenues study area includes properties that are architecturally, historically, and culturally significant to the City, including the most intact 19th century streetscape in the City, with at least three structures dating back to Ann Arbor's early settlement period of the 1830s, and an important range of nineteenth and early twentieth century house styles and forms, including Greek revival, early and late Queen Anne, Italianate, Italian Renaissance, and the I-house and vernacular forms;
