Justin Zatkoff was a student at Oakland University and Executive Director of the Michigan Federation of College Republicans in 2006, when he gained local notoriety for filing an apparently false police report claiming that he had been attacked by strangers after leaving the party. Zatkoff suffered a broken eye socket and nasal cavity, and required surgery. Conservative websites took the report viral, speculating that Zatkoff had been attacked by "liberal thugs" or violent gay rights advocates, before the actual assailant, a friend of Zatkoff's, came forward to admit that he had punched Zatkoff during an alcohol-fueled altercation at the party.
In 2012, Zatkoff returned to local news by triggering a "Streisand effect" phenomenon in trying to scrub accounts of the incident from popular websites. Local blogger Mark Maynard's site was targeted by a DMCA takedown notice that claimed his 2006 post on the attack included a copyrighted image. Maynard took the image down, and his hosting service was restored, but the episode returned Zatkoff's phony random attack to local memory.
Zatkoff's attempts at web-washing also appear to have targeted national site Sadly, No!, who similarly revisited the incident as a result, additionally noting that their image had come from the Michigan Daily--and claiming fair use--rather than from Zatkoff, as his DMCA notice to them claimed. According to Google Transparency Report, Zatkoff or someone acting on his behalf has at least twice requested that Google de-index pages under claimed violations of his copyrighted material.
Zatkoff is the subject of the QuickMeme "Republican Justin", which appears to have started in November 2012 after his attempts to remove mentions of his false police report:
