The City of Ann Arbor's Footing Drain Disconnect Program is designed to reduce the load on the city's wastewater treatment plant by diverting runoff from the sewer system to the stormwater system. The program has been controversial because backups in the stormwater system have led to flooding in several affected neighborhoods.
